A messaging workshop was conducted in February 17, 2015 at Waterfront Insular Hotel, Davao City to lay out the strategic messaging for the project.

The workshop was attended by the personnel of the Institute for Autonomy and Governance (IAG) headed by Executive Director Atty. Benedicto Bacani and Program Manager Prof. ReyDan Lacson, the Local Government Development Foundation (LOGODEF) headed by Prof. Edmund Tayao, the Philippine Center for Islam and Democracy (PCID) represented by its President Amina Rasul-Bernardo, and the Zamboanga-Basilan Integrated Development Alliance (ZABIDA) represented by its coordinator Vandrazel Birowa. Staffs of the four organizations were also present. Project’s consultants like Fr. Eliseo Mercado, OMI, Atty. Bong Montesa, Dr. Ofelia Durante, and Atty. Anwar Malang – the Secretary of DILG-ARMM- were also present.

Makati City, Philippines: An Inception Workshop for a new project has been launched to bring Mindanao closer to peace.

The Australian Government through its Department of Foreign Affairs and Trade (DFAT) has funded a project titled “Promoting Political Climate and Stability for Peace in the Bangsamoro” or “Pro PolitiCS for Peace”.

Alexander Aguirre, former Executive Secretary and Peace Negotiator during the reign of President Fidel V. Ramos told reporters on Thursday, (April 9) that the Bangsamoro Basic Law (BBL) can pass constitutional scrutiny only that some wordings of the draft law should be changed to make it more acceptable.

“It can be defended in court using the principles of interpreting constitutional provisions,” Aguirre said. 

“It can be questioned before the Supreme Court. But the Supreme Court is composed of wise men. They would think of the stability of the nation and aspiration of people. As long as it is within constitution, it would pass,” he added.

Aguirre, a former chief supervisor for the implementation of the peace agreement with the Moro National Liberation Front (MNLF), said BBL can be defended because the 1987 constitution provided for the structure of the government in the autonomous region.

“The structure of government is so provided in the BBL to be one with a legislative body and an executive body,” Aguirre said.

“That is in the Constitution. The only thing is that it is something new because it is an assembly type of government,” he added.

Pangasinan 5th District Representative Kimi Cojuangco tweeted yesterday what she said is a “preview of unconstitutional portions of the BBL,” which Cagayan de Oro Representative Rufus Rodriguez, chairman of the House ad hoc committee on the BBL, has listed. The first eight provisions are being considered to be removed for being “unconstitutional”; the ninth for being “unacceptable” to member lawmakers from Mindanao because it would "allow a creeping expansion of the Bangsamoro region". The House ad hoc committee on the BBL is set to resume its deliberations on the proposed bill on April 20.

MANILA, Philippines -- (UPDATE - 11:11 a.m.) Ameril Umbra Kato, founder of the Bangsamoro Islamic Freedom Movement and its armed wing, the Bangsamoro Islamic Freedom Fighters, is dead, the chief negotiator of the Moro Islamic Liberation Front said Tuesday.
“Yes, he died of cardiac arrest at around 2 a.m. today (Tuesday) in the mountain,” Mohagher Iqbal told in a phone interview.
Earlier, a ranking military intelligence official said their operatives are still verifying Kato’s death.
